Visitor Safety

Helping visitors come back to Leeds city centre safety.

Queue System

A queue system will be in place for pedestrian areas on main streets, pavements have been widened e.g. Boar Lane to enable social distancing etc. Businesses will be able to get FREE stickers from council- consistency of message key

Helpful Signage

Extensive signage, lamp-post flags, on-street markers and boards will direct people and remind shoppers re the core measures of stay safe.


Queuing- businesses will look after their own queues plus, a team of 12 ‘ambassadors’ will help with queues on-street and support where queues get particularly large etc. They will liaise directly with the police and other town centre management teams to help people generally.

Reduced Traffic

Changing delivery times for commercial vehicles (i.e. reducing them) to remove the danger of delivery vans and queuing people coming together on pedestrian areas, so access will stop between 9.00am and 7pm (previously 10.30 – 6pm)

Cleaning Teams

LeedsBID Street Rangers & council cleaning teams will disinfect benches, handrails & other street furniture to ensure health & safety but enable people to use them too

Hand sanitiser is available – think about bringing your own so it’s always at hand


Please make use of the recycling points around the city. There are more than 80 on-the-go recycling bins – yellow for empty plastic & cans, orange for empty coffee cups. The Council are working extra hard to keep the bins clean


How you can travel to the city centre

Bus routes

Bus operators will be back to 80-85% of ‘normal’ timetabled services but each bus will operate at a 20-25% occupation

Leeds bus station

Fully operational with social distancing measures in place to assist waiting passengers

Leeds Station

Fully operational with social distancing measures in place, clear signage and markers. Shops open at Leeds Station are: Boots, Evans Cycles, Pret, Sainsburys, Starbucks (North Concourse), WH Smith, William Hill.

Rail travel

Expected to be at 10% of capacity allowed with alternative seats taped off

Taxi services

There will be a supply of taxis (can be hailed or queue at a taxi rank) and private hire vehicles, but possibly not in the numbers you may have been used to in the past. If you are planning to travel by taxi or private hire it is best to contact your operator and pre-book, and check if they have any additional requirements, such as limits on the number of people per vehicle, and face coverings. This would be especially important if anyone from your group is a higher risk.

A number of taxi associations and private hire operators have fitted extra screens between the driver and passengers, and this may enhance your safety and risk of passing on or contracting Covid, but limits passengers to the back seats of vehicles.

Some operators and taxi associations require drivers and passengers to wear face coverings, and may decline to take you if you are not wearing a mask.

Temporary road/pavement measures

Some changes to the roads/pavements- Council’s temporary footway widening schemes to accommodate social distancing on Mill Hill, Call Lane, St Paul’s Street, Great George Street and New York street, Boar Lane.

Walking and cycling

Walking and cycling will be prioritised, with more cycle parking provided (locations tbc)

Other road works

Permanent changes underway on City Square, The Headrow and Greek St. Corn Exchange due to start soon.

Where you can park when visiting Leeds city centre

Street Parking

Charges for Leeds City Council car parks and on street parking will resume from Saturday 4th July 2020, with some important changes in place.

City centre parking

Payment via the machines will resume at standard prices.

Payment via the ParkMobile app will resume at a temporarily discounted rate of £1 per hour or £5 per day. People are encouraged to use this method if possible to avoid touching the machines.

All charges will be suspended on Sundays and in the evenings.

Street Parking Teams

Street parking enforcement team are fully working in the city centre however to handle any illegal or inappropriate parking etc


Leeds Dock, Whitehall Road & Merrion Centre all open as normal.

Crowne Plaza Car Park

What you can expect when shopping

Trinity Leeds

  • Will be operating social distancing & directional route throughout the mall, queuing makers and signage will be in place for each shop and across the public areas, with hand-sanitiser stations, continuous cleaning services & the toilets will be open
  • Trinity Car Park will fully re-open on 15th and operate at normal tariff charges
  • All the major brands including M&S (3 out of 4 floors but full offer available), Next, Primark, Apple Store etc
  • Centre opening hours 10am-10pm
  • Trinity Kitchen & coffee shops will be doing takeout only, same hours
  • Floor stickers/social distancing arrangements in place in the centre and car park
  • Toilets will be open- 50% capacity due to social distancing

Victoria Quarter & Victoria Gate

  • A full public area directed route system will be clearly marked out and in place & social distancing, queuing operations for each store throughout both malls.
  • Toilets will be in operation In Victoria Gate mall and regularly cleaned
  • 60% of their stores will be re-opening on June 15th (no F&B or casino yet though but will re-open on July 4th)
  • Centre opening hours will be 10-7 (as pre-lockdown)
  • John Lewis store open, all departments, including toilets fully operational, pre-lockdown opening hours 9-6 pm
  • Victoria/John Lewis Carpark fully open & operating normal, pre-lockdown tariffs & opening hours/24 hours will be fully cashless
  • Eastgate (open gravel car parks) will also re-open from June 15th with normal tariffs and operating ours to match the mall opening hours.

Harvey Nichols

  • Re-opened.
  • Customers are being offered the opportunity to book a time slot to visit the store. Not only will these appointments give the benefit of a fast-track queuing system, but also the option of having a style advisor on hand to assist with any general enquiries or help to navigate the store.

Merrion Centre

St John's Centre

  • Shops current open are Bodycare, HMV, Poundbakery, Post Office, Rocking mobiles and gadgets on both levels, Subway, Tablite, Taco Bell, Trade me in, Yours, White 32, JN accessories, Gems, The Perfume Shop, Denico’s Cafe (takeaway only), Roman.
  • McDonalds is open 11am to 10pm
  • Their car park is fully open already and will be at normal tariffs

Corn Exchange

  • Opening hours as normal. Mon Tues Weds Fri Sat: 10am – 6pm Thurs: 10am – 9pm Sunday: 1030am – 4.30pm
  • That Salon Place & Mr Mens barbers will be open July 4th in line with Government regs.
  • All toilets closed to the public.
  • Restricted or no seating in cafés and food outlets.
  • One way system in place around the building with an ‘in’ door and separate ‘out’ door on the balcony level.
  • Hand sanitiser stations positioned throughout.
  • Individual shops operating their own policies on safe numbers inside units at any one time.

Leeds Kirkgate Market

  • Leeds Kirkgate Market opening times are 8am to 4pm Monday to Wednesday and 7.30am to 4pm Thursday to Friday.
  • The market have put in place additional measures for the safety of staff, traders and customers and shoppers are being asked to shop safely, respect 2 metre distancing and use contactless payment where available.  All traders have been provided with Government guidance and are operating their businesses safely, while following strict hygiene and cleaning regimes.
  • Our main central public toilets remain open and are being cleaned on a more regular basis.
  • The majority of our food traders are now open for TAKEAWAY only.
  • The NCP car park is open and we have an offer at the market.  Spend £5 at the market and pay £4 for 2 hours.  Customers need to bring a receipt to the Market Office (opposite the NCP car park) to redeem.

The Core

  • Will be conforming to all social distancing standards and have a ‘Keep Right’ system on all mall space which is clearly marked by floor vinyls and barriers to help direct traffic in the correct way.
  • Sanitising stations at entrances and in lift lobby’s
  • Centre opening hours are 9am – 10pm (Monday to Saturday) and 10am – 8pm (Sunday)
  • Mall space has been zoned and is cleaned regularly by trained operatives
  • The NCP car park is fully open and access to the centre can be gained from Level 1. NCP are offering a pass of £5 for 24 hours in support of the campaign to get customers back into the city centre. More details can be found here:
  • Food Court. Currently have Graveleys, Roosters and Spuds 4 U offering takeaway and delivery food. They are all available on Deliveroo.
  • 75% of retail shops are open (Game, Matalan, Poundland, Footasylum, Footasylum Womens, Scotts & Blacks)
  • Will be re-opening toilets under controlled measures to comply with enhanced cleaning protocols and social distancing from the 4th July.
  • The Gym and The Hot Room remain closed until further notice. The Hot Room are still offering classes and various packages online. For further information please visit

The Craft Centre and Design Gallery

The Craft Centre aims to open 4th July with 4 staff covering a rota pattern. It will be open to the public Tuesday – Saturday 10.30am – 3.30pm. A Risk Assessment is in place and there will be a one way system in place with social distancing measures, Covid 19 Posters(outlining both staff and public procedures) and sneeze screens at the counter area.
